If your vehicle failed a smog inspection or you can’t afford the repairs needed to pass, California’s Consumer Assistance Program (CAP) — administered by the Bureau of Automotive Repair (BAR) — may be able to help. As of January 2025, CAP offers up to $1,450 in emissions-related repairs and up to $2,000 for retiring a qualified high-emission vehicle. What is the Consumer Assistance Program?
CAP is administered by the Bureau of Automotive Repair (BAR) and funded through California's smog check program. Its primary goal is to improve air quality across the state by assisting low-income vehicle owners who can’t afford smog-related repairs — or whose vehicles are too old or too costly to repair and would be better off retired from the road.
CAP offers two main forms of assistance: the Vehicle Repair Assistance Program (up to $1,450 in emissions-related repairs for income-eligible owners of 1996-or-newer vehicles, or up to $900 for 1976–1995 vehicles) and the Vehicle Retirement Program ($1,350 standard, or $2,000 for income-eligible consumers). Vehicle Retirement Program
Up to $2,000 for retiring a qualified high-emission vehicle
The Vehicle Retirement Program is designed to get high-polluting vehicles off California roads for good. As of January 2025, eligible consumers can retire a qualified vehicle and receive $1,350, or $2,000 if the consumer meets the low-income eligibility guideline (household income at or below 225% of the federal poverty level). It’s one of the most straightforward ways for owners of older, high-emission vehicles to get compensated while contributing to cleaner air.
How CAP works — step by step
How do I participate in Vehicle Retirement?
Submit a completed CAP application. You can apply online through the BAR website, or call the Department of Consumer Affairs Consumer Information Center at (800) 952-5210 for help with your application. Once submitted, your application will be reviewed and processed by the program administrators.
Are there documents I should submit with my application?
If your household income meets the low-income eligibility requirement (gross household income at or below 225% of the federal poverty level), you may need to provide documentation verifying income. Acceptable docs include recent tax returns, pay stubs, or other official records. Contact CAP at (866) 272-9642 for a full list before submitting.
Is there a deadline to take my vehicle to the dismantler?
Yes. Once your application is approved and you receive your Letter of Eligibility, you must take your vehicle to a CAP-contracted dismantler before the expiration date on that letter. Miss the deadline and you may lose your eligibility — act promptly after approval.
Do all owners listed on the registration need to be present at the dismantler?
Yes. All registered owners must be present at the dismantler site when the vehicle is retired. If any registered owner can’t be present, a DMV Power of Attorney (REG 260 or REG 262) must be completed by that owner, designating another person to retire the vehicle on their behalf.
Do I need to show photo identification at the dismantler?
Yes. All registered owners and any designated representatives must present a valid driver's license or government-issued photo ID. Designees must also bring a copy of the registered owner's photo ID in addition to their own.
Can the dismantler give me a ride home?
No. Transportation home after dropping off your vehicle is your responsibility. Arrange in advance — a friend, rideshare, or public transit — so the process is smooth on retirement day.
How will I be notified if I qualify?
After submission and processing, you'll be mailed a determination letter with the outcome. CAP applications are generally processed within approximately eight (8) weeks from the date of receipt. Make sure the mailing address on your application is accurate to avoid delays.
If approved, what can I expect?
You'll receive a Letter of Eligibility in the mail with step-by-step instructions on how to retire your vehicle, plus a list of BAR-authorized auto dismantlers. Read this letter carefully and follow all instructions to avoid issues on retirement day.
Where do I take my vehicle?
Choose from the list of BAR-authorized dismantlers included with your Letter of Eligibility. Always contact your chosen dismantler in advance to confirm they're accepting CAP vehicles — availability varies and some require appointments. You can also call the Consumer Information Center at (800) 952-5210 for an updated list.
What if I don't have the original title, or the title is altered?
If you don't have the original title — or the title has been altered (crossed-out information, etc.) — contact the dismantler you plan to visit for specific instructions before your appointment. They'll guide you on resolving the title issue prior to retiring the vehicle.
Where can I get the DMV forms I need?
DMV forms (e.g., Power of Attorney REG 260 or REG 262) can be obtained directly from the DMV website, at any local DMV office, or by calling the DMV Call Center at (800) 777-0133.
When will I get paid for my vehicle?
If your vehicle passes the equipment and operational inspection at the dismantler, you'll be paid on the spot. The dismantler will immediately issue a check made out to the registered owner(s) listed on the vehicle's registration.
